The Elmore Utility Department offers a payment plan for customers who cannot pay their utility bills, with a payment plan not to exceed six (6) months and no more than two (2) requests in a 24-month period. This request will be reviewed and approved by the Village Administrator.

APPENDIX A
POWER SUPPLY COST ADJUSTMENT APPLICABLE TO ALL VILLAGE’S
RATE SCHEDULES
In the event that the Village’s average power supply costs per kWh is INCREASED or DECREASED due to changes in said resale base rate, fuel cost, tax, or other adjustments or modifications to the Village's power supply arrangements, Village's Rate Schedules to which Appendix "A" applies will be adjusted as specified below:
1.    BASE POWER SUPPLY COST:
The overall Base Power Supply Cost to be used to determine the adjustment applicable to Village's Rate Schedules shall be that included in the Village's retail rates of $0.084000 per kWh.
2.    MONTHLY DETERMINATION OF POWER SUPPLY COST ADJUSTMENT:
   (a)    Each month, the Village's running three month average Power Supply Cost per kWh shall be determined by dividing (1) the sum of the previous two and current months’ total power supply costs from all suppliers, including costs associated with development, ownership and operation of existing and future generating resources, plus the sum of the previous two and current months’ transmission related charges and AMP Service Fees, by (2) the total energy delivered to the Village in the previous two months and current month.
   (b)    If said running three-month average Power Supply Cost for the current month is ABOVE or BELOW $0.084000 per kWh (determined to 6 decimal places or $0.000000), the rates per KWh set forth in Village's Rate Schedules shall be INCREASED or DECREASED in the manner specified in (c) & (d) below.
   (c)    Any INCREASE or DECREASE per KWh ABOVE or BELOW the base cost of $0.08400 per kWh shall be determined to 6 decimal places and any resultant differential shall be multiplied by 1.10 to compensate for Village's Distribution System Energy Losses.
   (d)    The rates per KWh set forth in Village's Rate Schedules shall be INCREASED or DECREASED accordingly.
3.    APPLICATION OF POWER SUPPLY COST ADJUSTMENT TO ALL CUSTOMER BILLS:
   (a)    Any applicable adjustment shall be applied to the kWh billed Consumer for the meter reading period that Village determines as most nearly corresponding to the meter reading period(s) set forth in Village's purchased power billings from its supplier(s).
   (b)    All adjustments shall be applied to the total kWh billed to Consumer and shall be in addition to the minimum charge applicable for the schedule involved.
   (c)    The above adjustment shall not be applicable to the Security Lighting Service rate Schedule.

APPENDIX B
KILOWATT HOUR TAX
I.    APPLICABILITY
In accordance with Section 5727 of the Ohio Revised Code an Excise Tax Surcharge (kWh Tax) shall be assessed on all monthly-consumed kWhs (kilowatt-hours) of electricity distributed through the meter of an end user in the State of Ohio, by the Village of Elmore. The meter of an end user in Ohio means the last meter used to measure the kilowatt hours distributed by an electric distribution company to a location in Ohio or the last meter located outside of Ohio that is used to measure the kilowatt hours consumed at a location in Ohio. If no meter is used to measure the kilowatt hours of electricity distributed by the company, the rates shall apply to the estimated kilowatt hours distributed to an un-metered location in Ohio.
II.    CHARGE
The kWh Tax is applicable to all electric consumption on and after May 1, 2001.
The Rates to be charged are as follows subject to automatic adjustment based on any future amendment to the Ohio Revised Code.
   For a consumption period of 30 days the kWh Tax is the sum of the following:
   •    First 2,000 kWh consumed times $0.00465 per kWh
   •    Next 13,000 kWh consumed times $0.00419 per kWh
   •    Over 15,000 kWh consumed times $0.00363 per kWh
For a consumption period other than 30 days the kWh Tax is the sum of the following:
   •    First 67 kWh consumed times $.00465 times number of days in the consumption period
   •    Next 433 kWh consumed times $.00419 times number of days in the consumption period
   •    Over 500 kWh consumed times $.00363 times number of days in the consumption period

APPENDIX C
ECONOMIC DEVELOPMENT
I.    AVAILABILITY
This schedule is available and applicable throughout the Village of Elmore’s (hereinafter referred to as Utility) entire service area of adequate capacity subject to the Village’s Rules & Regulations as they may be amended from time to time.
II.    APPLICABILITY
Applicable to all customers who receive electric service under the Medium General Power Rate Schedule and Large Power Rate Schedule, who increase energy usage, in kWh, by the following percentages from customer’s prior twelve months billed usage and sign an Economic Development Agreement with the Village of Elmore Public Works Dept.
Large Power Rate Schedule – increase usage in kWh by 5%
Applicable to new customers and customers without twelve months of prior billed usage history who receive electric service under the same rates as listed above and sign an Economic Development Agreement with the Village of Elmore.
III.   DISCOUNT
The Economic Development Discount is a discount applied to the applicable Rate Schedule Demand Charge for Incremental Economic Development Usage.
   For Large Power Rate Schedule, the following Rate Schedule
   Energy Charge discounts apply:
      30% in Year 1 of Economic Development Agreement
      25% in Year 2 of Economic Development Agreement
      15% in Year 3 of Economic Development Agreement
      10% in Year 4 of Economic Development Agreement
IV.    DETERMINATION OF ECONOMIC DEVELOPMENT
The Incremental Economic Development Usage, in kWh, shall be the kWh usage in excess of the customer’s kWh usage during the prior twelve-month billing period before the Economic Development Agreement term begins. To be eligible to receive the Economic Development discount for incremental economic development usage, the customer’s annual Incremental Economic Development Usage must be at least the following percentages of the prior twelve-month billing period kWh usage before the Economic Development Agreement term begins.
   
   Large Power Rate Service – increase usage in kWh by 5%
Customers without twelve months of prior usage history are eligible to receive the Economic Development discounts. The Incremental Economic Development Usage, in kWh, shall be calculated based on available historical data. New customers with no prior usage history are eligible to receive Economic Development discounts for all usage during the Economic Development Agreement term.
V.    DETERMINATION OF ECONOMIC DEVELOPMENT CREDITS
Incremental Economic Development Usage, in kWh, shall be multiplied by the applicable Rate Schedule Energy Charge and the applicable Discount percentage at the time the discounts are applied to the customer bill.
VI.    PAYMENT TERMS
Payment terms are included and apply in the manner described in the Economic Development Agreement that a customer must sign to be eligible for the Economic Development Discount.
VII.    CONTRACT TERMS
Customer shall be required to execute a written contract specifying the term and all special provisions for service hereunder.
