§ 155.083 BUILDING PERMITS; OCCUPANCY PERMITS; ISSUANCE.
   (A)   No certificate of occupancy for any building in the subdivision shall be issued prior to completion, inspection, and approval by the City Engineer, and dedication of it to the city of all utilities required to serve the building for which a certificate of occupancy is requested.
   (B)   The extent of street improvements shall be adequate for vehicular access by the prospective occupant and by police and fire protection equipment, prior to the issuance of an occupancy permit.
   (C)   No building permit shall be issued for the final 10% of lots in a subdivision (or if 10% is less than two, for the final two lots of a subdivision), until all public improvements required by the City Council for the plat have been fully completed and dedicated to the city.
