§ 50.103 WASTE OF WATER.
   (A)   It is unlawful for any person to willfully or negligently permit or cause the escape or flow of water in such quantity to cause flooding, or to impede vehicular or pedestrian traffic, to create a hazardous condition to such traffic, or to cause damage to the public streets of the city.
   (B)   It is unlawful for any person to willfully or negligently permit or cause the escape or flow of irrigation water in such quantity as to cause flooding, to impede traffic, or to cause damage to the public streets of the city through the failure or neglect to properly operate or maintain any irrigation structure, delivery ditch, or waste ditch in which the person has a vested right or interest, or through the willful or negligent failure of the person to accept irrigation water after it has been ordered by him or her.
   (C)   Any person engaged in activities such as the washing of cars, boats, and so forth shall use a water bucket and shall keep any water sprayed from a hose to the least amount possible. Under no circumstances may a person allow water to run continuously from a hose into the street.
   (D)   No person draining a swimming pool or backwashing a swimming pool filter shall allow the water to run into the street. All such water must either be entirely contained on the person’s property, or in the alternative, pumped directly into the sewer line where it can be recaptured.
   (E)   All persons owning property which has plants which must be watered shall design their landscaping in such a way to ensure that when watering, the water does not escape their property.
   (F)   Special events utilizing water, such as charity car washes or a Firefighter’s Muster, shall not be allowed except upon the express permission of the city. Any person requesting a permit shall make written application on a form provided by the city, and shall fulfill any reasonable conditions placed on the issuance of the permit as the city may require. The applications shall be filed with the City Clerk, reviewed by the Building Inspector, and sent to the Council for approval. Prior to the issuance of any permit, the applicant will be advised of the city’s goal to conserve water and that the applicant will be expected to operate the special event in the way that will use the least water.
   (G)   Consumers shall prevent unnecessary waste of water and keep all water outlets closed when not in actual use. All water outlets, including those used in conjunction with hydrants, urinals, water closets, bathtubs, and other fixtures, must not be left running for any purpose other than the use for which they were intended. In addition to the penalty provided herein for code violations, the water supply may be turned off where any such waste occurs after providing written notice and an opportunity for a hearing to consumer.
