It is hereby determined to be a nuisance to keep, maintain, or confine any of the above-named animals and/or fowl without a special permit issued by the Municipal Board pursuant to § 91.080. No person shall fail to exercise proper care and control of his or her animals or allow them to become a public nuisance.
