The Municipal Board is hereby authorized to issue a special permit for maintenance of domestic farm animals, exotic animals, or fowl within the corporate limits of the municipality on such terms and conditions as they determine advisable to minimize noise, odor, and disturbances to neighbors living adjacent to the property upon which such animals or fowl are maintained.
