250.07   POSITIONS OF SERGEANT AND LIEUTENANT ESTABLISHED; POWERS AND DUTIES; PROMOTIONS; CIVIL SERVICE REGULATIONS.
   (a)   The positions of Sergeant and Lieutenant are hereby established, in addition to the position of Police Chief.
   (b)   Council may fill the positions of Sergeant and Lieutenant as it deems necessary.
   (c)   The responsibilities of a Sergeant shall be as follows:
      (1)   To report directly to the Lieutenants, unless otherwise specified;
      (2)   To supervise police officers on assigned shifts, observing and evaluating job performances;
      (3)   To check reports of police officers and make reports to supervisors on any breach of duty, inefficiency or nonconformity with Departmental policy and procedures;
      (4)   To arrest and prosecute suspects, prepare reports, give testimony at trials and take the lead in conducting special investigations;
      (5)   Occasionally, to complete a special project that may be assigned in addition to regular duties; and
      (6)   All other normal police and patrol duties.
   (d)   The responsibilities of a Lieutenant shall be as follows:
      (1)   To supervise Sergeants and police officers on assigned shifts, observing and evaluating job performances;
      (2)   To check reports of all subordinates, report to the Police Chief any breach of duty, inefficiency or nonconformity with Departmental policy and procedures, and assist subordinates on routine police prosecutions and investigations;
      (3)   To oversee the professional development and training of subordinates, the investigation of complaints involving police misconduct and the administration of disciplinary actions;
      (4)   To complete special assignments requested by the Mayor, the Police Chief, the Manager or Council. Studies, surveys, statistical reports, recommendations and assisting in budget preparation all fall within a Lieutenant's responsibilities.
      (5)   To arrest and prosecute suspects, prepare reports, give testimony at trials and take the lead in conducting special investigations;
      (6)   All other normal police and patrol duties.
   (e)   Promotion eligibility requirements are as follows:
      (1)   Lieutenants shall have at least two years in grade before being eligible for the Police Chief position.
      (2)   Sergeants shall have at least two years in grade before being eligible for the Lieutenant's position.
      (3)   Police officers shall have at least two years of service before being eligible for the Sergeant's position.
   (f)   The Civil Service Commission is hereby directed to establish regulations for the positions of Sergeant and Lieutenant consistent with the terms of this section.
