1246.03   STREET REQUIREMENTS.
   (a)   Proposed streets shall be properly related to the Borough and/or State roads and highway plans which have been prepared or which may be prepared and officially adopted.
   (b)   Streets shall be logically related to the topography so as to produce usable lots and reasonable grades.
   (c)   Minor streets shall be so laid out as to discourage through traffic, but provisions for street connections into and from adjacent areas will be generally required.
   (d)   Half streets shall be prohibited except to complete an existing half street.
   (e)   Dead-end streets shall be permitted when it is clear that through traffic at such a street end is not essential to the street system in that district, and, under the said conditions, dead-end streets must have adequate turning space for vehicles, which is a minimum right-of-way radius of fifty feet.
   (f)   Any street or way already established shall be continued at not less than its existing width.
   (g)   Any street or way that is planned, though not already established, shall be continued at not less than its width as planned.
   (h)   Maximum allowable grades shall be as follows:
      (1)   Arterial street, five percent.
      (2)   Collector street, six percent.
      (3)   Minor street, ten percent.
(Grades in excess of ten percent may be approved by the Council where it is clear that no traffic hazard is or will be created thereby).
   (i)   Minimum grades on all streets shall be one percent.
   (j)   Vertical curves shall be installed on all street grade changes exceeding one percent.
   (k)   Alignment shall be as follows:
      (1)   Minimum centerline radius for horizontal curves:
         A.   Arterial street, 1,000 feet.
         B.   Collector street, 300 feet.
         C.   Minor street, 100 feet.
      (2)   Horizontal curves shall be made on all deflecting angles along the centerlines of streets.
      (3)   Degree of curvature shall be set to assure proper sight distance.
   (l)   Minimum street right-of-way widths and cartway widths shall be as follows:

In cases where a new subdivision is planned to join the street system on an existing subdivision, the above minimum requirements shall apply except where the existing streets and rights of way are larger than required. In this event, the Council may require that the new streets and rights of way be as large as those in the existing subdivision. Private covenants may apply if their provisions are at least as strict as the provisions of this section.
   (m)   Cul-de-sacs are permitted where the length does not exceed 800 feet and where a turn-around with a right-of-way diameter of fifty feet is provided. Extension of a cul-de-sac will be permitted to connect to a street system of a new or extended subdivision, provided that the maximum street lengths for blocks and cul-de-sacs are met. Cul-de-sacs shall be avoided unless it is clear that a through street is not essential to the street system of the plan or the adjacent area.
   (n)   Street intersections shall be as follows:
      (1)   All curbs at intersections shall be rounded by a minimum radius of:
         A.   Collector and arterial streets         25 feet
         B.   Minor streets               20 feet
            Twenty-foot radii will be maintained where collector and/or arterial streets intersect minor streets.
      (2)   When fences, hedges or other plantings, structures or walls on any lot corner would create a traffic hazard by limiting vision clearance across a corner lot from a height of three feet above the finished paved areas, at the centerline of the right of way, the subdivider shall cut such structure and/or vegetation in conjunction with grading the right of way to provide a sight line of 120 feet along the centerline of a major street from the centerline intersections, and 100 feet at minor street intersections. When an arterial, collector and minor street intersect, each shall retain its respective footage requirements along the centerline to form the sight triangle.
      (3)   Where the grade of any street at the approach to an intersection exceeds five percent, a leveling area shall be provided with a transitional grade not to exceed two percent for a distance of fifty feet from the nearest right-of-way line of the intersection.
      (4)   Intersections of more than two streets shall be avoided.
      (5)   All street intersection angles shall be ninety degrees.
   (o)   Reverse curves shall have a minimum tangent between curves as follows:
      (1)   Arterial streets               300 feet
      (2)   Collector streets               150 feet
   (p)   Alleys shall be regulated as follows:
      (1)   Alleys are not permitted in Residential Districts.
      (2)   Alleys are permitted in Commercial and Industrial Districts subject to approval by Council.
      (3)   Alleys shall be paved at least twenty feet in width.
      (4)   Maximum alley grade shall be ten percent.
   (q)   Private streets may be acceptable by special approval of the Borough.
