1244.03   PRELIMINARY PLAN.
   The following maps and data shall be submitted with the application for preliminary plat approval. The preliminary application shall not be considered to be complete and properly filed unless and until all items required by this section, as well as the application fee and the application form provided by the Borough, have been received. These maps and data may be on separate sheets, or combined on one sheet, depending on the complexity of the proposed subdivision. The size of the sheets shall be the standard twenty-four inches by thirty-six inches unless an alternative size is authorized by the Planning Commission.
   (a)   Location Map. The application shall include a map which relates the location of the subdivision within the Borough to the highway systems and other significant developments, including title, graphic scale and north point.
   (b)   Survey Drawing. The application shall include a survey of the property, which shall show existing conditions within the property, define the areas and perimeters of the property and, for at least 100 feet beyond the boundaries or perimeters of said property, show any structures, streets or utilities which are planned in the proposed development. The preliminary plan drawing shall be at a scale of no less than one inch equals 100 feet and shall include the following:
      (1)   Name of the proposed subdivision;
      (2)   Existing and final contours at two-foot intervals throughout the site if the general slope is ten percent or less, and at intervals of five-foot contours if the general slope is greater than ten percent;
      (3)   Area of the property in acres;
      (4)   Boundary of the total property to be subdivided indicating bearings and distances;
      (5)   Names of owners of properties adjacent to the subdivision;
      (6)   Existing and proposed streets and rights of way, indicating names, widths, cartway widths and approximate gradients (Section 503-(2) (ii) of the Pennsylvania Municipalities Planning Code (MPC));
      (7)   Existing and proposed easements, indicating location, width, purpose and lessee;
      (8)   Location on, or adjacent to, the property to be subdivided, of existing and proposed sanitary sewer, storm sewer, water, gas, petroleum and high- pressure gas lines, indicating line size, manholes, fire hydrants and other visible elements in the systems; (Section 503-(2) (iii) of the MPC);
      (9)   Streams, watercourses and areas subject to periodic flooding; if any portion of the property is located within a designated flood plain, the limits of the flood plain shall be shown (Section 503-(2) (v) of the MPC);
      (10)   Tree masses and other significant natural features;
      (11)   Structures and other significant man-made features;
      (12)   Subsurface conditions, including information about past and possible future coal mining activity. If seams of minable coal are located within 500 feet of the subdivision surface, the subdivider shall be required to prove that he or she owns rights of support;
      (13)   North arrow, linear scale, dates of preparation and revisions to the plan;
      (14)   Name and address of the registered surveyor who prepared the plan, including the Pennsylvania Seal;
         The above may be waived, revised and/or not required upon a written request from the developer, recommended by the Planning Commission and approved by Council. (Section 503-(8) and Section 512.1(b) of the MPC.)
   (c)   Land Development Plan. The survey drawing shall be accompanied by the proposed development plan which shall include the following:
      (1)   Name and address of the landowner of record and the name of the subdivider if the subdivider is not the same as the landowner;
      (2)   Street pattern within 200 feet of the proposed subdivision boundaries, indicating street rights of way, cartway width, curbs and connections to existing streets. Names shall also be provided for the proposed streets and shall not duplicate existing street names.
      (3)   Profiles along centerlines of all new streets, indicating grades of each segment and their relationship to existing topography;
      (4)   If lots are included in the plan for sale or lease, the layout of the lots, including lot lines (scaled dimensions), numbers, building setback lines or front yard lines;
      (5)   Preliminary location of all buildings (other than single-family dwellings), indicating type of structure, number of stories, use, number of dwelling units and setback lines from streets and rights of way;
      (6)   Parcels of land to be indicated or reserved for schools, parks, playgrounds or other public or community use (Section 503-(11) of the MPC);
      (7)   In developments proposed for uses other than single-family dwellings, a parking plan indicating the location of each parking area, arrangement of spaces, access lanes and number of cars to be accommodated in each area;
      (8)   Storm drainage structures, including storm sewers, culverts, inlets, easements, diversion terraces, debris collection basins, etc.;
      (9)   Sanitary sewer (if applicable), water and gas lines and connections to the existing system;
      (10)   North arrow, legend, linear scale, dates of preparation and revisions to plan, and any notes required by the Borough.
   (d)   General Information. In addition to the plans identified above, the application shall include:
      (1)   A description of existing covenants and/or private restrictions to be incorporated into the final plan;
      (2)   A report on the feasibility of connection to an existing sanitary sewerage system, including distances to the nearest public sewer, service load of the proposed subdivision and capacity of the treatment plant;
      (3)   If connection to a public sanitary sewerage system is not feasible, a report on the feasibility of a separate collection system and treatment works, including design population, type of treatment, location of treatment works, and receiving stream; or, a report on the feasibility of on-lot sewerage disposal, including a detailed map of the physical conditions of the site, ground water table elevations and the results of the soil absorption (percolation) tests for each individual lot, as conducted in accordance with the Pennsylvania Department of Environmental Resources regulations by the Borough's certified sewage enforcement officer.
