These Subdivision and Land Development Regulations are designed to fulfill the purposes cited in Section 1240.02. The degree of protection sought by the conditions and requirements of these Regulations for present and future residents and land owners in the Borough is considered reasonable for regulatory purposes. The enactment of these Regulations does not imply that compliance with the minimum requirements for subdivisions or land developments will be free from inconveniences, conflicts, danger or damages. Therefore, these Regulations shall not create liability on the part of the individual members of the Ellwood City Borough Planning Commission, the Borough Council or any officer, appointee or employee of the Borough for any damage that may result from reliance on these Regulations or any Administrative decision lawfully made hereunder.
