1066.03   R.C. STIEFEL PARK, EWING PARK, SEVENTH STREET MINI PARK, LEGION MEMORIAL PARK, THE TRIANGLE AND OTHER PARKS.
   (a)   Alcoholic Beverages. No person shall consume, carry or have in his or her possession any alcoholic beverages in or around R.C. Stiefel Park, Ewing Park, Seventh Street Mini Park, Legion Memorial Park, the Triangle and other parks.
   (b)   (EDITOR'S NOTE: Division (b) was repealed by Resolution 2004-5, passed March 15, 2004.)
   (c)   Parking. There shall be no parking of vehicles on grass areas within R.C. Stiefel Park, Ewing Park, Seventh Street Mini Park, Legion Memorial Park, the Triangle and other parks. Council may however, permit parking in these areas for special events.
   (d)   Speed Limits on Park Streets. The maximum speed limit shall be 15 miles per hour on the following streets:
      (1)   Hack Wilson Drive at R.C. Stiefel Park;
      (2)   Washington Avenue between Joffre Street and Wood Street;
      (3)   Riverside Drive east from its intersection with Washington Avenue; and
      (4)   Carmen Beatrice Blvd. from Woodside Avenue to Jefferson Avenue.
   The maximum speed limit shall be twenty miles per hour on Joffre Street from Line Avenue to Jefferson Avenue.

   (e)   Littering. No person shall litter in any of the park areas or facilities.

   (f)   Dogs in parks.
      (1)   Necessity for enactment. The Borough recognizes the need to create certain rules and regulations regarding dogs in parks in order to maintain the beauty, cleanliness, health and safety of the parks.
      (2)   Dogs to be leashed. Any owner or person accompanying a dog must have said dog on a leash. No dog shall be in the park without a leash and no dog shall be permitted to run at large in the park.
      (3)   Dogs on grassy areas. Any owner or person accompanying a dog must keep said dog on the roadway and away from all grassy areas at all times.
      (4)   Dogs in eating areas or children’s play areas. No owner or person accompanying a dog shall allow said dog in any eating areas or children’s play areas.
      (5)   Dogs in Ewing Park during special activities. No person shall accompany or permit his or her dog to be in the Ewing Park grassy area during the Arts, Crafts and Foods Festival or during any other similar activity.
      (6)   Responsibility for removing and disposing of feces. Any owner or person accompanying a dog which defecates in the park shall be responsible for cleaning and properly disposing of the feces.
