(a) No person shall place or dispose of any garbage, rubbish or lawn refuse in or about any street, sidewalk, roadway, highway or other public area, or in or upon any private property, whether owned by such person or not, within the Borough, except in proper containers for collection as prescribed in this chapter. No person shall throw or deposit any refuse in any river, stream or other body of water in the Borough.
(b) Any unauthorized accumulation of garbage, rubbish or refuse on any premises is hereby declared to be a nuisance and is prohibited.
(c) No person shall cast, place, sweep or deposit anywhere within the Borough any refuse or debris in such a manner that it may be carried or deposited by the elements, animals or other persons upon any street, sidewalk, alley, roadway or other public place within the Borough.
(d) No person shall haul, transport or convey garbage in open, unenclosed vehicles.
(e) No person shall dispose of any junk car on any roadway, highway or public or private property, except in authorized junkyard areas. Any unauthorized accumulation of one or more junk cars is hereby declared to be a nuisance and is prohibited.
(f) No person shall have his or her garbage or rubbish collected by a collector who is not designated and/or licensed by the Borough.
(g) No person shall place for collection or disposal any of the materials which have been designated by the Borough as materials to be recycled, as set forth in Chapter 1062. Such materials shall only be disposed of in accordance with Chapter 1062.
(h) No person shall dispose of leaf waste, which shall include leaves from trees, bushes and other plants, garden residue, chipped shrubbery and tree trimmings, and similar materials, but not including grass clippings, except as provided in Chapter 1062.
