(a) The customary and most commonly referred to rules of order, or manner and procedures for the governing of meetings, shall be observed at all times, whether or not set forth herein. For the purposes of establishing a basis for such rules, Robert's Rules of Order, the most recent edition, shall be the authority.
(b) The Borough Solicitor shall serve as the Parliamentarian for all such matters which come before Council.
