(a) Council shall conduct a review of the budget quarterly, covering all revenues and expenditures of the current year. Such review shall be in conjunction with the Manager and the department heads to evaluate fiscal operations of each department and its budget appropriations as well as the overall fiscal operations of the Borough.

(b) Such quarterly budget meetings shall be called at a date and time to be set by the President of Council. The Manager shall submit to Council a quarterly report of the fiscal and administrative activities of the preceding quarter.
