220.08   TAPE RECORDING OF MEETINGS.
   (a)   The proceedings of all regular, adjourned and special meetings of Borough Council shall be recorded in full on tape-recording devices. Portions of Committee-of-the-Whole meetings and informational meetings may be recorded by the Manager with the approval of Council. Meetings of standing committees or special committees of Council, created from time to time, may be recorded at the discretion of the chairperson of said committee.
   (b)   It shall be the responsibility of the Secretary/Treasurer to have such recording devices available and operated for the above meetings. The recording devices shall be operated through the course of said meetings, recording remarks and discussions as they may occur and in accordance with subsection (a) hereof.
   (c)   The President of Council, or the person chairing such meetings, may request that all remarks and discussions be offered by one person speaking at any one time, in order to assure the clarity of the person speaking and to properly record such proceedings.
   (d)   Each recording of tape or cassette shall be identified as to date, time, purpose and type of meeting, for the regular, adjourned and special meetings of Council, and similarly for the Committee-of-the-Whole and informational meetings. The recordings of regular, adjourned and special meetings shall be filed by the Borough Secretary/ Treasurer and be retained for a period of two years from the date of said meetings. The Secretary/Treasurer shall be responsible for the safekeeping of such recordings and shall not permit them to be removed from the Borough offices by any person at any time.
   (e)   The Secretary/Treasurer may surrender said recordings to the proper authorities when so directed by the appropriate legal actions.
