1040.22   DISCHARGE OF STORM WATER INTO SANITARY SEWERS.
   (a)   No person shall make a connection with any sanitary sewer or branch therefrom so as to conduct any roof or surface water into that sewer.
   (b)   Any connection made so as to conduct any roof or surface water into any sanitary sewer shall be sufficient reason for the Superintendent of the Wastewater Treatment Department or other Borough employees, under the direction of Council, to disconnect any property from which roof or surface water is discharged into such sewer, and the expense of disconnecting such property from the sewer may be collected from the owner of the property or other person conducting surface water into the sewer, plus ten percent, by an action in assumpsit or a lien filed in the nature of a lien for removing a nuisance.
