(a) No person shall discharge garbage into the Borough sewerage system unless such garbage is properly shredded from a private dwelling unit, resulting from the proper use of a garbage grinder or disposer of a type that has been approved by the Manager and maintained in good operating condition.
(b) No private dwelling unit shall operate more than one grinder or disposer, which shall be not greater than three horse power in size, and which, when required by the Manager, shall be equipped with an approved water meter and limited in use to the consumption of an average of not more than 1,500 gallons of water per day.
