Council may, from time to time, adopt such further particular rules and regulations, in addition to those set forth in this chapter, as the Borough, with the advice of its Engineer, shall deem necessary or appropriate for the efficient operation, maintenance and preservation of the public sanitary sewerage system or the sewer business operation. The construction, meaning and application of prohibited waste and sanitary sewage regulations shall be made by Council and shall be binding and conclusive with respect to users of the public sanitary sewerage system.
