The Borough shall have the right of access at all reasonable times to dwelling units, residences, businesses or other buildings, institutions, schools, churches and industrial or commercial establishments, and to any meters used for establishing, analyzing or determining water consumption, water excluded from the public sanitary sewerage system and sewage and/or industrial wastes discharged into the public sanitary sewerage system.
