Industrial waste and sanitary sewage shall be considered harmful to the public sanitary sewerage system if it may cause any of the following damaging effects:
(a) Chemical reactions, either directly or indirectly, with the materials of construction of the public sanitary sewerage system in such a manner as to impair the strength or durability of the sewer structures;
(b) Mechanical actions that will destroy the sewer structures;
(c) Restrictions on the hydraulic capacity of the sewer structures;
(d) Restrictions on the normal inspection or maintenance of the sewer structures;
(e) Danger to public health or safety; or
(f) Obnoxious conditions inimical to the public interest.
