The Borough reserves the right to refuse connection to the public sanitary sewerage system for the discharge of deleterious industrial wastes, to compel discontinuance of the use of such system for such wastes, or to require pretreatment thereof in order to prevent harmful or adverse effects upon such system. The design, construction and operation of such pretreatment facilities shall be subject to the approval of the Manager.
