Any and all industrial wastes and sanitary sewage may be discharged or permitted to be discharged into the public sanitary sewerage system except those wastes which are deemed harmful to such system or the operation thereof, or which are specifically prohibited by this chapter. However, because the collection, transportation and treatment of abnormal industrial wastes and abnormal sanitary sewage may add to the cost of operating and maintaining the public sanitary sewerage system, such additional cost should be borne by the person receiving the benefit of such collection, transportation and treatment.
