The sewer rental or sewage service charge hereby imposed upon the owner or owners of each property discharging sanitary sewage into the sanitary sewerage system shall be based upon the actual water usage as determined by gallons of water billed in accordance with the data received from the Pennsylvania/American Water Company. The rate shall be for each 1,000 gallons of water used.
