No person shall make or cause to be made a tap to the main storm or sanitary sewer of the Borough unless the following conditions have been met:
(a) All of the connections to the storm or sanitary sewer shall be made only under the inspection of a duly authorized representative of the Borough.
(b) It will be the sole responsibility of the property owner or the contractor to give the Borough full notice of the expected construction.
(c) At no time shall a connection be made to the Borough's main sewer system unless the Borough's inspector has given permission to do so. It will be the responsibility of the inspector to make such notes as he or she deems advisable and such data will then be transferred to the proper plans and files of the Borough.
