220.02   MEETINGS; SMOKING.
   (a)   The regular meetings of Borough Council will be scheduled by the President of Council, in compliance with Borough Code requirements.

   (b)   Special meetings may be called by the order of the President, or upon the request of three members of Council, provided that such order is in writing and signed by the President, or that such request by three members is in writing and signed by all three members.
   (c)   Notice of all special and/or adjourned meetings must be advertised by the Secretary/Treasurer, as required by law, and notice given to the Mayor, all members of Council, the Solicitor and Manager, no less than twenty-four hours prior to the date and time of such special and/or adjourned meeting.

   (d)   The informational meeting and the Committee-of-the-Whole meeting will be scheduled by the President of Council, in compliance with Borough Code requirements.

   (e)   The Secretary/Treasurer shall post a weekly schedule of all meetings on the bulletin board in the main lobby of the Municipal Building.
   (f)   On February 19, 1989, the State enacted an Act amending the Act of April 27, 1927 (P.L. 465, No. 299), which includes regulation of smoking in certain public places. Borough Council shall comply with Section 10.1 Clean Indoor Air. The purpose of this section is to protect the public health and to provide for the comfort of all parties by regulating and controlling smoking in certain public places and at public meetings and in certain workplaces. The Act states that "No person shall smoke in an area designated nonsmoking by the proprietor or person in charge, in a public place or at a public meeting." The Act states, further, in Section 15.1 Preemption, that "This Act shall preempt and supersede any local ordinance or rule concerning the subject matter of Sections 3.5 and 10.1 of this Act." Borough Council, acting as the "proprietor or person(s) in charge in a public place or at a public meeting," hereby designates Council Chambers and the Conference Room as designated nonsmoking areas when in use in accordance with the intentions of Act 299. The Council President or person conducting the public meeting shall grant a ten-minute recess every hour on the hour.
