When a driveway, walkway or other means of access from a street, road, alley or other public way, of abutting properties, crosses over the drainage area of such street, road, alley or other public way, the Borough may require that a pipe be placed under such driveway, walkway or accessway in order to avoid interference with and/or cause obstruction to the free flow of run- off and storm water.
