1024.02   PERMIT REQUIRED; EMERGENCIES EXCEPTED.
   No person shall make any tunnel, opening, test hole or excavation of any kind, in or under the surface of any street, without first securing a permit from the Borough for each separate undertaking, provided, however, that any person maintaining pipes, lines or other underground facilities in or under the surface of any street may proceed with an opening without a permit when emergency circumstances demand that the work be done immediately, provided that the permit could not reasonably and practically have been obtained. The person shall thereafter apply for a permit on the first regular business day on which the Borough office is open for business, and said permit shall be retroactive to the date when the work was begun. In all cases where emergency openings are necessary, the Police Department shall be notified prior to any such opening. All permits shall be accompanied with an excavation and back filling and restoration plan. Those with multiple openings in any one street must provide paving plans with the submission of the permit for the street which is the subject of the permit. Person shall call PA-One to have the utilities located. A "walk-through" with the Public Works Director shall be done on large projects.
