1022.03   MATERIALS AND SPECIFICATIONS.
   (a)   Sidewalks in all areas, except those areas mentioned in subsection (b) hereof, may be constructed, reconstructed and repaired using cement concrete or bricks, according to specifications as determined from time to time by the Borough Engineer and approved by Council. Bricks shall be of a type approved by the Borough and installed in accordance with directions of the Borough Engineer.
   (b)   Any sidewalk in the Borough which has been the subject of renovation through the use of State, Federal or local funds shall be constructed, reconstructed or repaired in the same manner and with the same material as provided by the State and/or Federally funded renovation.

   (c)   The Borough Engineer may permit curbs to be constructed of blacktop in residential areas that he or she determines will not deteriorate because of high-density traffic conditions. This discretion shall apply in the case of new construction and/or reconstruction of existing curbs throughout the Borough.
