(a) Any person or entity operating a food service establishment located within the Borough shall make application on a form furnished by the Borough at least six months following the adoption of this chapter, or within six months prior to the opening of any new food service establishment. The applicant shall then permit a representative of the Wastewater Treatment Department to perform a site inspection. The site inspection shall include but not be limited to visual and photographic verification of a properly operating grease collection unit, a records review that demonstrates proper maintenance of a grease collection unit and proper disposal of any collected FOG.
(b) In the event that the food service establishment is found to be in compliance, the Wastewater Treatment Plant Operator or his designate, upon review of any required submitted documentation, shall issue a Document of Certification. When an illegal connection or malfunctioning grease collection unit is discovered by the means of the above-mentioned inspection, or insufficient documentation as to the proper operation and disposal of any grease disposal unit is discovered, no Document of Certification will be issued until the illegal connections/malfunctioning system are corrected, or a proper documentation system established, and the system is re-inspected and certified satisfactory by the Wastewater Treatment Plant Operator or his designate. There shall be a charge of one hundred and fifty dollars ($150.00) for the initial application and inspection. The cost for re-inspection and subsequent yearly inspections shall be based upon the actual man hours (minimum fifty dollars ($50.00)). All applicants shall apply for a building permit and pay the appropriate fee(s).
