862.03   INVESTIGATIONS; CONDITIONS OF PERMIT.
   Prior to the issuance of a permit, the Mayor shall investigate or cause to be investigated the character of the show for which the permit is requested, the place at which the show is proposed to be held and the organization or purpose that the show purposes to benefit, if the applicant claims that the show is to be held for a charitable or benevolent purpose. The Mayor may refuse to issue a permit for any show if, in his or her judgment, its character is unlawful, obscene, indecent or injurious to the morals of the public, or if the place where the show is proposed to be held is for any reason unsafe for the purpose, considering the character of the place and of the show and the number of persons likely to attend. Investigation by the Mayor shall be concluded within one week following the filing of the application for the permit. The Mayor may grant a permit subject to conditions relating to the character of the show, adherence by the holder of the permit to protective and fire prevention measures and limitation of the number of persons in attendance at any one time. Any refusal of a permit by the Mayor shall be subject to review and reconsideration by Council upon appeal by the applicant.
