The appropriate officials of the Borough are hereby authorized, after ten days written notice to any owner of a newspaper vending machine to correct any use of the newspaper vending machine not in conformity with the standards of this chapter, to remove the same and assess the cost of the removal to the owner of said machine. Said machine shall be released only after the person has paid the cost associated with its removal, including labor.
