Nothing shall be exhibited, offered or sold from a newspaper vending machine except daily newspapers and local weekly publications, and no person shall use said newspaper vending machines for any purpose other than for the sale of such newspapers and local weekly publications. Chairs, boxes and other articles shall not be used in any manner while dispensing of newspapers from vending machines. No vending machines, except those for which permits have been issued, will be permitted on sidewalks.
