Newspaper vending machines used for the purpose of exhibiting for sale daily newspapers and/or local weekly publications are permitted in the Borough of Ellwood City. Council hereby finds that it is important for the safety of its citizens, the use of their sidewalks and the protection of the aesthetic qualities of residential neighborhoods that the following regulations be made, setting standards for newspaper vending machines:
(a) No newspaper vending machine may be placed on a sidewalk having less than a minimum width from the curb to the end of the sidewalk of four feet.
(b) All newspaper vending machines shall be placed or anchored onto a cement base having the following dimensions:
Depth (in.) 19.5
Height (in.) 3.5
(c) Newspaper vending machines shall conform to the following dimensions:
Width (in.) 19.5
Depth (in.) 16.5
Height (in.) 48.75
