When the tanks, pumps, apparatus and equipment have been duly tested as required by this chapter and approved by the Fire Department, a certificate shall be issued to the owner of the tanks, pumps and other apparatus or equipment authorizing him or her to continue to store and/or sell at retail or wholesale gasoline or motor fuel for a period of two years, unless a reinspection and testing within that period of two years shall be required by the Fire Department.
