If the testing and inspection are made at the direction of the Fire Department, the owner of the tanks, pumps, apparatus or equipment shall have sixty days notice of the time and place of such test and inspection. At the time the test is to be made, the owner shall provide the necessary gauge and other equipment required to make the required tests. If the gauge and equipment are not provided by the owner of the said tanks and pumps, the Borough may provide such means of testing and the expense thereof shall be chargeable to and collected from the owner of the tanks, pumps or other apparatus.
