812.03 NONEXCLUSIVELY OF LICENSE; EXCEPTION.

Any license issued under this chapter shall be nonexclusive, except that Council shall have the right to withhold the granting of more than one license or any number of additional licenses if it decides that the needs of the citizens of the Borough are adequately served by one licensee or a limited number of licensees, and additional CATV operations would be detrimental to the public interest.
