Any person, desiring to install, erect, operate or maintain a closed circuit television transmission and distribution system in the Borough shall apply in writing to Council for a license therefor. Council shall then consider a licensing agreement with said applicant, shall pass upon said license application and shall approve the same, provided that the agreement made with the applicant provides reasonable rules, regulations and requirements regarding the construction, operation and maintenance of the system and licensing fees for the operation of the same. Council may, from time to time, amend the licensing agreement when it finds that amendments to the licensing agreement are necessary for the operation of the cable television system. Agreements and subsequent amendments to any licensing agreement shall be accomplished by resolution.
