Council hereby requests authorization to participate in contracts of the State Department of General Services for the procurement of supplies, services or construction, subject to the following conditions:
(a) The Borough agrees to be bound by such contract terms and conditions as the Department may prescribe.
(b) The Borough agrees to be responsible for payment directly to the contractor under each contract for supplies, services or construction ordered by the local public procurement unit.
