(a) Any owner or person accompanying a small animal or reptile on Borough owned property must have said animal, in the case of dogs and cats, on a leash no longer than five feet and, in the case of all other small animals or reptiles, said animal must be transported in a cage or carrier.
(b) Any owner or person accompanying a small animal which defecates on any Borough owned property shall be responsible for the pickup of feces and the disposal of them in a wrapper and placed in a garbage container.
