608.04   MANNER OF KEEPING SMALL ANIMALS.
   (a)   Any keeper of small animals shall provide facilities for the keeping of such small animals in quarters, as set forth in this section, which will confine such small animals within limits not closer than twenty-five feet of the exterior limits of any dwelling resided in by anyone other than the animal keeper.
   (b)   Any keeper of small animals shall confine such animals in a manner so as to prevent their running at large, and the area of confinement shall be maintained in a clean and sanitary manner at all times.
   (c)   The area of confinement for an animal shall be of sufficient size to be conducive to good sanitation practices and shall provide adequate and sanitary drainage.
   (d)   Any keeper of small animals shall cause the litter and droppings therefrom to be collected daily, in a container or receptacle of such a type that, when closed, it is ratproof and flytight, and, after each such collection, shall cause such container or receptacle to be kept closed. At least twice a week, each such keeper shall cause all litter and droppings so collected to be disposed of in a manner so as not to permit the presence of fly larvae.
   (e)   Any keeper of small animals shall cause all feed provided for such animals to be stored and kept in a ratproof, flytight building, box-container or other receptacle.
   (f)   The premises shall be subject to inspection by an authorized representative of the Borough at any reasonable hour of the day.
