No person, in or upon any public street, alley or sidewalk in the Borough, in or upon any park, playground or public ground in the Borough or upon any vacant lot in the Borough, whether such person is in or upon a vehicle or conveyance or is a pedestrian, shall:
(a) Carry or have control over any opened bottle or other container containing any ale, beer, wine, whiskey or other alcoholic or intoxicating beverage or liquor; or
(b) Drink, imbibe or ingest any such alcoholic or intoxicating beverage or liquor.

(c) The provisions of this section shall not apply to the area of a sidewalk which has been permitted by the Borough to operate a sidewalk café and is in compliance with the terms of the sidewalk café ordinance.
