(a) An unmetered parking lot and a special purpose parking zone has been established for employee parking.
(b) The total number of spaces designated is five.
(c) Permits for these spaces are sold for thirteen dollars ($13.00) per month on a first come, first serve basis.
(d) The thirteen dollar ($13.00) fee shall be waived whenever "free parking" is designated.
(e) A ticket shall be issued to anyone parking in these spaces without a permit between the hours of 7:00 a.m. and 4:00 p.m.
