Council may impose special restrictions on the use of individual unmetered parking lots, and such restrictions may apply to, but need not be limited to, such matters as: days and hours for parking in the lot; parking time limits; and the restriction of use of the lot or any portion of it to permit the parking of specified vehicles or classes of vehicles. These restrictions, where applicable, shall be listed in the column headed "Special Requirements" in the table set forth in Section 486.01. However, where permit parking is required or permitted, the procedures and requirements set forth in Section 484.11 shall apply.
