(a) Police officers and parking enforcement officers of the Borough, acting in accordance with the directions of the Chief of Police, shall report:
(1) The number of each parking meter that indicates that a vehicle occupying the adjacent parking space is or has been parked in violation of any provision of this chapter;
(2) The date and hour of the violation;
(3) The license number of the vehicle; and
(4) Any other facts, the knowledge of which is necessary for a thorough understanding of the circumstances of the violation.
(b) The police officer or parking enforcement officer making the report shall also attach to every such vehicle a "parking ticket" containing a notice that the vehicle was parked in violation of this chapter and instructing the owner or driver of the vehicle as follows:
(1) That by paying to the Borough the sum of five dollars ($5.00) within twenty- four hours after the parking ticket was issued, that act will save the violator from prosecution and payment of the fine prescribed in Section 484.99.
(2) That if paid after twenty-four hours from the time the parking ticket was issued, but within seventy-two hours, the payment will be ten dollars ($10.00), to be paid as provided in paragraph (b)(1) hereof, with the same effect.
(3) That if paid after seventy-two hours from the time the parking ticket was issued, but within five days, payment will be fifteen dollars ($15.00), to be paid as provided in paragraph (b)(1) hereof, with the same effect.
