480.09   TRUCK PARKING TIME LIMITS IN CERTAIN LOCATIONS; UNATTACHED TRAILERS; PENALTY.
   (a)   Truck parking time limit zones are established from time to time by Council. No person shall park in any such zone with a chassis weight of more than 3,000 pounds, or allow a truck with a chassis weight of more than 3,000 pounds to remain parked in any such zone for longer than the time indicated, provided that this section shall not apply to vehicles of public utilities, contractors, repairmen or others actually engaged in working operations in the vicinity during the actual period of the work.
   (b)   Any vehicle and/or trailer with a gross weight of 9,001 pounds or more, or any combination in excess of 9,001 pounds gross weight, shall not park or stand at any time on the highways or public property within the Borough limits for more than two hours, except for vehicles of service companies, contractors, repairmen or others while actually engaged in working operations in the vicinity during the actual period of such work.
   (c)   No person shall park or stand any kind of trailer on the streets of the Borough without having attached thereto a means of mechanical traction constructed or designed for the purpose of pulling or driving such trailer on the streets of the Borough, except for service companies, contractors, repairmen or others actually engaged in working operations in the vicinity during the actual period of such work.
   (d)   Whoever violates this section shall be fined thirty dollars ($30.00) and costs.
