(a) Establishment; Display of Placard. Areas designated in Section 480.07 for handicapped parking shall be restricted for persons parking vehicles lawfully bearing a handicapped or severely disabled veterans registration placard when such vehicles are being operated by, or for the transportation of, a handicapped person or a severely disabled veteran. Said areas shall be designated by placing, as close as possible to the designated area, a sign or signs, indicating that the place is reserved for handicapped persons or severely disabled veterans.
(e) Parking in Reserved Spaces. No person shall park or stand any vehicle on public or private property reserved for a handicapped or severely disabled veteran, which property has been so posted in accordance with this section.

(f) Residential Handicapped Parking Permit. Any person applying for a handicapped parking place in a residential area shall annually make application to the Chief of Police for a residential handicapped parking permit. Said application shall be made on or before November 1 of the year previous to the granting of the permit.
(g) Persons Entitled to Permit. On application of any person who:
(1) Does not have full use of a leg or both legs, as evidenced by the use of a wheelchair, walker, crutches, quad cane or other such device;
(2) Is blind;
(3) Is physically limited by a cardiopulmonary condition, such as severe emphysema or chronic bronchitis, substantially restricting his or her movements;
(4) Does not have full use of an arm or both arms; or
(5) Is a parent or a person in loco parentis of a person as specified in paragraphs (d)(1), (2), (3) or (4) hereof; the Chief of Police shall issue a residential handicapped parking permit, designating a specific location on the street abutting the individual home where said person shall have a handicapped parking place.
(e) Persons With State-Issued Handicapped Plate and Placard Entitled to Permit. An applicant shall have met the qualifications for a residential handicapped parking permit if he or she has a special handicapped plate and placard issued by the Commonwealth.
(f) Physician's Statement in Lieu of Plate or Placard. In the event an applicant does not have a handicapped plate or placard, then such person shall present a statement by a physician licensed to practice in the Commonwealth that the person is handicapped as provided in this section.
(g) Notification by Persons No Longer Qualifying for Permit. Any person who has been issued a residential handicapped permit under this section and who no longer qualifies therefor shall immediately notify the Chief of Police of the change in his or her condition.
(h) Annual Review of Permits Issued. Each March, the Chief of Police shall review every permit issued to determine whether there still exists a need for the permit.

(i) Penalty. Whoever violates any of the provisions of this section is guilty of a summary offense and shall be fined not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00).
