(a) The following signs shall be exempt from the provisions of this chapter:
(1) Street, traffic, public safety, public parking, hospital and school signs and signs providing directions to Business Districts.
(2) Any sign required by Federal or State statutes and regulations regarding public utilities and their operations.
(3) Yard signs in accordance with Section1486.14.
