§ 110.23  APPEALS.
   (A)   Any person aggrieved by the decision of the Clerk-Treasurer in regard to the denial of an application for a license as provided for in § 110.18 of this code or in connection with the revocation of a license as provided for in § 110.22 above shall have the right to appeal to the Town Council.
   (B)   An appeal must be taken by filing a written statement setting forth the grounds for the appeal to the Town Council within 14 days after notice of the decision of the Clerk-Treasurer was mailed to the aggrieved person’s last known address.
   (C)   The Town Council shall set the time and place for a hearing on the appeal, and notice of the hearing shall be given to the person in the same manner as provided in § 110.22 above.  The order of the Town Council on the appeal shall be final.
