§ 91.03  UNLAWFUL ACTS.
   (A)   It shall be unlawful for a person who controls or occupies a property or premises on which an alarm system is installed to issue, cause to be issued, or permit the issuance of more than three false alarms in a calendar year, which are transmitted to the Town Police Department. 
   (B)   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      PROPERTY CONTROLLER.  A person who controls or occupies property.
   (C)   A person who controls property on which an alarm system is installed shall receive a warning from the Town Police Department of the first three false alarms issued by that alarm system during a calendar year.
