Pursuant to I.C. 36-9-2 and 36-9-23, the town has the power to:
(A) Collect, process, and dispose of waste substances and domestic or sanitary sewage;
(B) Establish, maintain, and operate sewers, sewage disposal systems, and systems to collect and dispose of waste substances;
(C) Acquire, construct, improve, operate, and maintain sewage works;
(D) Establish just and equitable fees for the services rendered by the sewage works; and
(E) Regulate the furnishing of the service of collecting, processing, and disposing of waste substances and domestic or sanitary sewage and fix the price to be charged for that service.
