§ 50.10  FEES FOR METER READING, BILLING, AND COLLECTION SERVICES ON BEHALF OF THE TOWN’S WHOLESALE CUSTOMERS.
   (A)   For providing the service of reading meters, billing and collecting such bills from the customers of the wholesale users, the town shall charge those wholesale users according to the following schedule.
   (B)   Each wholesale user shall be billed for each and every customer served by that wholesale user, a base charge plus a postage charge. These rates shall be calculated according to the following schedule:
      (1)   In 2009, the base charge shall be $1.86.  The postage charge shall be $0.242. The total charge for each customer billed shall be $2.102.
      (2)   In 2010, the base charge shall be $2.26.  The postage charge shall be the postage rate in effect at the time the bills are sent.
      (3)   In 2011, the base charge shall be $2.66. The postage charge shall be the postage rate in effect at the time the bills are sent.
      (4)   Beginning in 2012, the base charge shall be, at a minimum, the base charge for the previous year plus a postage charge, which shall be the postage rate in effect at the time the bills are sent.  However, either party may request that the parties review the town's billing and collection services to determine whether to increase or decrease the base charge.
